"The 100 year war is over!" she says back to him. "The four nations live together in harmony again! This city is proof of that. I think it is you who are being delusional, old-timer!"

Hao had mostly removed himself from the conversation when the newcomers appeared. He had no opinion on the 100 years war-his people were mostly left alone during that time-and saw no point in taking part in a discussion where didn't belong. When Akkar changed pose and looked like they were about to fight, Hao put one foot forward. He pulled back his robe so he could quickly get his sand out if it came to that. "Let's calm down. The war is over. The Fire Nation lost. No point in fighting now."
